PC patches don't need to go through a quality control process. They can send out a new patch as often as they want/are able. Console patches have to be tested by the manufacture and there are restrictions. So instead of a ton of minor patches you tend to get a couple larger patches.

This. When updating a game, PC updates aren't automatic unless you go through Steam or make your own auto updater. Steam auto updates are instant, no questions asked.
PS3 updates must go through Sony. They have to check every single update, and they'll take thier sweet time after the PSN scare.
360 updates go through Microsoft. They still have to check every update, and often times developers have to pay Microsoft to update thier game, often forcing the update to have a price to players. It's why Valve never updates the console versions of TF2.
