I purchased Oblivion on the PC, how do you download the mods off the mod website?

Depends on the website, really. Are you speaking of TES Nexus? Find a mod you like, click on the Files Tab, click on the file, and it'll either bring up a dialog box asking where you want the mod downloaded on your hard drive, or ask you to select a server, first.
