Exclusive means exclusive.
If they put the stuff in the shop theyll slap the preorder guys.
Its fair like it is.

There are games that do this though, (Forza 3) exclusive doesn't always mean it will be locked to pre-orders forever.

(EDIT: Red Dead Redemption is now offering the Pre-Order packs as DLC aswell, pretty sur there's stil more games doing it)

I still don't understand how the pre-order packs work. Does it randomly give you a code, giving you no choice in the matter or does it give you codes for each pack and you have to choose only one?

It depended on where you preordered from. Best buy had fallout, amazon had psycho, walmart/steam had spec ops and gamestop had doom.

@Axe
No Exclusive means exclusive.There isnt a variant of the word.
Look if the dlc is coming out later than isnt that exclusive anymore.Than is that a lie.

Look Battlefield 3 Limited Edition.They dont speak about exclusive because the otehr stuff will come out after the game release.

Exclusive means exclusive. Splash Damage has said many times the only way to get them was to preorder. Some retailers might still have codes in thier boxes if you're lucky, but they'll never ever make those codes again, and you'll never be able to get the weapons/attachments/clothing ever again.

Pre-release they've been evasive, pretty much always saying "there are no plans to release the pre-order exclusives" - not directly stating it'll never happen.

I have a feeling it's going to be a while before they are released, though.

As long as they're not released as a single package that pre-ordering customers have to pay the same amount for even though they already have some of it, and as long as they're not released for free, I'll be satisfied.
