I just completed the Helios 1 quest (don't remember the name) and I went back to talk to fantastic, but he's gone. The arrow points to his little laboratory area where I first found him but he is gone. Is there any way I could spawn him back?

Ok I found him at Hoover Dam. However, when I talk to him he says "Guess who got promoted" and I can't initiate conversation propery. The quest marker also still points to Helios 1 where Fantastic should be.

I shot the little [censored].

Is there any way I could use the GECK or console to reset his quest stage so he gives me the right speech option?
