Simple leveling mod?

I want a mod that fixes Oblivion's crappy leveling system. (I mean, bandits should NOT wear kick-ass armor)

But I don't want to use OOO or other similar mods. They're nice, and I've used 'em before, but I just want something simple that doesn't add much of anything, but just fixes the crappy leveling.

I agree. It saddens me that in order to take advantage of OOO's place-centric levelling, I also need to accept all of the other things about OOO which I don't necessarily care for. Heck I don't even know half the things OOO does.
Even TIE which is lean, still changes things that I would prefer to leave as-is.

I actually had a (rough) idea recently that is probably doable with OBSE.
A scripted level scaling overhaul, based on radial distance from marked locations. IE each city (possibly dungeons and/or dungeon levels as well) are marked with various seed levels. The further you go from any seed, the more difficult the mobs will be. The IC would be seeded as level 0 or 1 of course. Other cities could be seeded for higher levels. Dungeons and dungeon levels could be seeded to override the more general level calculation for more specific control of the npc levels.

It would be entirely modular. Any plugin could add new spawns or new npc/creatures and they will all be handled universally.
It could potentially offer the user the choice between (or a combination of) place-centric, player-centric and other metrics not really possible with a static plugin, such as; time, game progress (not level, some measure of total quests completed or such), entirely random, etc..

Have used Francesco's? His mod comes in first with overhauling just the vanilla things so they dont level like vanilla oblivion, and then you can choose to add on either the new creatures or items.

If I get stuck trying to install it, would you be willing to help me out? I'm after pretty much exactly the same thing as the OP, you see. All I want is a plain and simple leveling fix which would make the game as similar to Morrowind's leveling style as possible. Like the guy above, I'm not after all the baggage people tend to throw in. New creatures, interfaces, etc are the least of my worries. I'd just like to play the game how I played Morrowind for once. That's all.

You need to read the thread a bit forward up to #156 and http://www.gamesas.com/index.php?/topic/1150069-trying-to-install-fcom/page__view__findpost__p__16827118

Read yourself through these carefully. Also check out the site "Tes4positive" I linked somewhere in there. This should cover you pretty well installing basic Fran's. It's really not difficult. You can add many options later on or on a second install after having read the Fran's readme or a little bit of playing time.

You also need not the "optimized" Frans Items .bsa we talk about in the linked thread, the original one from 2007 works perfectly fine.

Make sure you have at least Wrye Bash version 287 installed properly, and Boss. You will find the related threads easily here. There also is a dedicated Fran's thread, I don't have the link at hand. Maybe do a title search for "francesco". It is not currently active, so buried deep down somewhere.
