For a year ago when I was playing Oblivion I had a mod where no matter what race I selected I could use all eyes from other races and hair. Like if I was a Dark Elf I could have those fins or whatever on the head like Argonians.

I don't know. But Race Balancing Project allows you to use all the 3rd party hairs. It doesn't allow Argonian hairs to be used for Bretons, or whatever.
