Isaac probably dead

Is there a way to find a missing NPC (lost somewhere) or ressurect him if he has died through no fault fo the player.

Indeed I am playing on the PC. I had hoped that there was a mod that fixed it but so far no luck.

If you don't use 12.7mm alot, than hack Contrera's computer for the shipment information.
