Launcher Crashes - Part Deux

Yanno for a few weeks this wasn't a problem but now no matter what happens if I attempt to launch Fallout New Vegas using the desktop shortcut or even directly from my Steam Library Window, the Launcher itself...NOT THE GAME, but the Launcher itself crashes without even populating any data to the launchers splash image. I get the image of the NCR Elite Ranger and all but no Play/Data Files/Options buttons theres an instant error and theres no real explanation as to what the problem is and it just forces me to close it down.

About 8 out of 10 launcher based start attempts are doing this and its extremely frustrating. Now once I get the game STARTED I have no problem at all, if I can actually get the launcher to work, the rest of the game works beautifully even with the mods I have installed but for some reason theres been a massive increase in Launcher crashes since the last patch, and this is reminiscent of just after release day when the Launcher was having the same issues and I don't get why its doing this.

Editing the Fallout or FalloutPrefs.ini files, simply by hitting space/backspace and saving the document appears to make the launcher work again on occasion but it falls under like the 2 of 10 attempts.

I've even had the launcher continue to crash on me with every mod I've got installed and NVSE disabled (which all work FINE when the launcher will actually work). I've turned off Steam Cloud, I've turned off Steam Community in game...nothing wrongs.

I'm getting pretty pissed off about this, I'd paste a freaking DXDIAG but a LAUNCHER doesn't have anything to do with my Direct X Rendering environment and since last patch other than having to hammer the launcher 20 times to get to a point where I can start the game my rendering, frame rate and everything else has been fantastic.

I'm on Win 7 64 Bit, running a Geforce GTX 470 with the latest Nvidia drivers and as stated the GAME itself runs smooth as a babys ass now, the LAUNCHER on the other hand is pissing me off to no end and the only way around it, which is the FNV4GB executable which bypasses the launcher, is completely incompatible with running NVSE.

And to top it off this forums search feature makes me want to kick a puppy, cause its sure not shedding any light on this issue nor do I see this in the compiled this of bugs.

Just going to add here that creating direct executable shortcuts on the desktop for the launcher or even the main NV executable does the exact same thing, launches the launcher but it immediately crashes.

Launching either the Launcher or main executable from directly within the Steam installed FONV directory causes the launcher to launch properly almost every time I click on either the Launcher or the executable so theres something wrong with attempting to start the launcher via a shortcut.

And apparently running the desktop shortcuts in compatibility mode, using Windows XP SP2 as the compatibility setting allows the shortcuts to run nearly 100% of the time from desktop.

Why is this launcher being so touchy in regards to the current status quo for desktop operating systems? Win 7 64 Bit is hardly uncommon.
