I just negotiated a truce between the NCR and the BoS and there is now a BoS member in T-45d standing inside the Hoover Dam Offices entrance. His name is "Paladin Todd". However, he has the dialogue lines of a generic NCR trooper. Can anybody explain who this is, what he's doing here, and if he's significant at all?

That's what I figured, I'm just wondering if he actually does anything, because he was there when I arrived to negotiate the truce and his lines are the generic NCR ones, which was surprising.
