I looked around on other forums and google and several other players had this problem but nobody ever posted a solution. Xilver said he was looking into it on the tesnexus forums, but that was a year ago.
One person had a similar problem, he would glitch around and solved it by fasttraveling a few times. Apparently he had no portalproblems ever since.
I think I "fixed" it by doing the following:
ok,
1. take the sigil stone
2. loading...
3. Black screen!
4. back to loading for ever
At this point I heard the sleepy friendly music you always hear outside, so I knew I was outside but couldn't see it. I opened the console to turn of menus (the loading screens are considered to be menus) and saw I was outside but I couldn't move, just like when you alt-tab and it messes up. Everything seemed frozen.
5. open console
6. Type "tm" to toggle menus, it turns menus off.
I then figured I'd coc to testinghall
7. type in console "coc testinghall"
and in the testinghall I could move around again, swing my sword, all back to normal.
8. tm to toggle menus back on
I went back to where I made the oblivion portal (a bit to the north of leyawyn) and made a new portal closer to the leyawyn gates. I use tgm (toggle god mode) and tcl (toggle collision so you coan fly) to fly straight to the sigil stone, took it, was warped back to my world and everything seems fine now.
9. Make a new portal somewhere else
10. Go inside, grab sigil stone, see if it works now
Hmmmmm, I got the problem when I used the portal for the first time, which was after I finished the main quest. I made the portal near an old, closed, vanilla oblivion portal on a small island that as made by the vanilla portal.
You used the portal before, and it worked, but the mainquest hadn't been finished yet.
Here comes speculation from a modding noodle:
Since the main quest is done, the game sets the amount of max open gates to 0. MM allows you to get back in there so it probably has to mess with the setting changed by the MQ. Since the bug only happens the first time you use the gate, or close the gate... maybe MM hasn't checked to change that setting? I'm honestly too tired to check the scripts now ... :/
But after we close the gate, and get a +1 to our gates closed counter, it all seems to work fine. I guess MM resets its' settings it had to those it had before the finishing of the MQ?
Meh, I guess somewhere, a 0 has been changed to a 1 and now it works again.
I'm going to run through oblivion a few more times to see if it worked, if I don't come back within 24 hours, it probably worked.
so in short, what I did:
open console
coc testinghall (I don't think you need to tm, it's just so you can read what you type)
recalled back home with a recall mod I use
went back to the portal, made a new one somewhere else
all seems to work fine now
