Load order help for an arrow mod

So I have tried out an arrow mod to make the arrows shoot faster based on quality. Its a mod I have used before and it worked fine, but it doesn't seem to be working now which I don't understand why. Marksman Velocity http://tesnexus.com/downloads/file.php?id=18768 is the mod I have used before that worked and doesn't seem to be working now. When that didn't work I thought maybe it was just the mod that didn't work for some reason so I tried out another one, but that one didn't seem to work either. Both of them only have a plugin that just needs to be checked off in the data files. As you can see by the arrow below I put the arrow firing speed mod at the very top to load it before everything else so it doesn't get overridden by anything else. Unless of course I screwed this up and it should be loaded last to not screw anything up. As seen by the second and third arrows I also used a recover more arrows mod, which has worked with MV before in the past, and a 1/10 arrow weight mod, which again has worked in the past. The arrow mods are supposed to be effected by the arrow quality not the weight so it shouldn't cause any conflict.

A second thing I have a question on is, how would I get my game to not freeze on exit? I use OBSE for some of the mods and had to switch to the obse.exe load up as the instructions say to do for the mods to work, but I'm not sure if that is whats causing the problem. I have never switched to obse.exe before in the years I have played oblivion and never had this problem. Essentially when I quit the game to the main menu and then exit the game it freezes on the screen and I can't get it off. Trying to minimize to windows or ctrl/alt/dlt won't work at all. I have to just turn my computer off, which I don't like doing. If I exit the game straight from the menu within the game world I get the same problem most of the time although once in a while it will work. I don't know what causes this, though I am thinking obse.exe and I have no idea how to fix this. At this point its making me not really want to play oblivion from not being able to safely turn the game off.

Any help for these problems would be great. Thanks.

Does not look like you are using Wrye Bash. I recommend that you do as it will make the mods work together more smoothly. http://www.tesnexus.com/downloads/file.php?id=22368

You should install BOSS and run it. BOSS will sort your load order to place the mods correctly. http://www.tesnexus.com/downloads/file.php?id=20516

Get FastExit, and OBSE plugin that will get rid of the freeze on exit. http://www.tesnexus.com/downloads/file.php?id=22410

If you do not want any of the above, chances are it is being overidden by another mod. Move it toward the end of your load order.

I have Wyre Bash but it seems to be much much different then it was maybe a year ago? At least the look of it is much different and it doesn't seem to have BOSS by default like it used to. I generally tend to just not use it as I find it easier to just use OBMM or the other stuff instead of combining stuff. I'm not even close to the limit for the amount of mods I can use anyway so I'm not really worried.

As for BOSS I do have that but when I have ordered it before I think it has caused some stuff to not work properly. I swear the darker nights mod doesn't work when being put in order by BOSS. And I think the arrow mod didn't work as well which is the reason why I moved it up in the first place. Unless I am supposed to move it to the bottom of the list in OBMM like you are suggesting.

I just downloaded the fast exit, I just hope I have it installed right. If that doesn't work however I might just give up on playing oblivion as its to much of a pain in the ass to install mods after I reformat for it to really be worth it.

Wrye Bash allows for some mods to work by merging changes instead of one mod completly overwriting another, like cosmetic mods.

BOSS load order is pretty much standard but there are exceptions. Make sure you have the latest master list.

It is OK to use OBMM to install mods and use Wrye Bash for making them work together.

Don't give up on Oblivion, it is not that hard, just can be frustrating when getting started especially with mods.

You might consider starting slow, get the basics working, then add mods one or two at a time, checking that they work. This way you will know what is conflicting (something Tes4edit is good for but that is another tool to learn). Run BOSS every time you add a mod to make sure it is sorted correctly. The Readme for the mod may contain other instructions if it needs to be loader differently based on other mods loaded.

I notice that you are loading other arrow mods at the end, perhaps they are causing your problem?
