Removing "Caps" from Attributes, Level, and Skills

I'm looking for a mod that removes or disables the "capping" applied to the player's attributes, skills, and level. Is there one that does exactly this (and nothing else), or is there a way to create it on my own?

Ah........no. As I said in the first post, I'm looking for a mod that doesn't do anything more than uncap the limits on attributes/skills/level. This "AV Uncapper" appears to make a lot of changes to the game which I feel are quite unnecessary.

As I said, it's full configurable.
You can disable everything and only keep 3 features:
- Attributes uncapped
- Skills unkapped
- Level uncapped

I suggest this because this is recent (and supported, if you there are trouble)

I would love a mod that CAPS skills (like ROM does). Opposite of what you are looking for so sorry for hijacking your post :)

No mod just uncaps skills or attributes, because with one or two exceptions skills and attributes over 100 do nothing. You can set them to higher values in-game already, but the formulas that use them are also capped. Furthermore, if they weren't capped, some skills would become literally broken at higher values; for instance, spell magicka costs go negative at 117 skill. Making a lot of changes to the game absolutely is necessary if you want uncapped skills to be more than cosmetic.

In my game I use Wrye Leveling so no skills advance and no levels advance until I buy a level up. This allows me to get to whay I figure is the optimum level to keep game challenging which is 25. I would use another leveling mod if I could cap the levels of skills so I would have a smoother progression, but until I do I can only use Wrye Leveling. ROM has such a system but I do not want to use OOO and ROM requires it.
