See, there's All Natural, but I don't think covers water... Or at least not very well. There's a bunch of new water mods that have popped up over the year, and some of them I would use. However, using several of them at the same time tends to cause problems...
So why not make a mod that combines all the good water mods and water effects? Here's a list I've compiled that I know of that many people use or have special effects.

I know that there will be some ESPs that will have to be made... Some will be for water visibility, another for All Natural compatibility (take advantage of changing the water patterns and visibility to reflect weather patterns), and probably a few others for other mods that would cause major conflicts.
