In OB I thought it was weird that when you leveled up every humanoid NPC in the entire world magically received new armor and wepons. I can just imagine some bandit walking through the woods and suddenly BAM, he's got a new set of deadic armor. "Thank you chamion of Cyrodiil, thank you." It was absolutely ridiculous. I understand having better armored enemies appear as you level up, but everyone in the world? Another problem besides the weirdness was the fact that it pretty much devalued high level armor. "O, another glass helmet eh" sigh "I've got like 24 of these at home."
I hope they fix all that in Skyrim. I think even when your at a high level superior armor and weapons should still be somewhat uncommon, and there should be a mix of poorly armored, and well armored enemies throughout the game. It would look a lot better, and make it seem less like the game world revolves around you.

Rumor has it that they've toned down the level scaling in Skyrim. They say it's more like Fallout 3's scaling. I haven't played Fallout 3 so I don't know exactly what that means, but anything is better than Oblivion's scaling.

This is a common complaint of Oblivion. we all hope this has been fixed.
There are mods for Oblivion that address this issue.

My impression:

-Dungeons you visit early on will remain the way they are throughout the rest of the game. As you level up new dungeons you visit will be scaled up.

-There will be areas on the map where at low levels you probably won't survive very long if you visit them.

I would speculate it means: All loot found will be junk. Most of the dungeons will be a cake walk. They will feel bland and boring because they will be infested with rats, zombies, and bad aiming skeleton archers..... At least, that is the impression that I get...

Presumably the dungeons could be pre-assigned min/max level ranges, so the "Dark Cavern of Gloom 'n' Doom" dungeon might have a possible range of 25-30, which needless to say will still slaughter the level 1 PC for whom it's scaled to its minimum value of 25.

I don't think much is known about how scaling's actually implemented this time, though. I guess Fallout 3's the best reference at the moment.

Uh.... Bethesda has said that there isn't level scaling. its like in New Vegas (Wich was not developed by Bethesda) where you could be level 1 and find Deathclaws easily. (Deathclaws are big amazingly hard to kill creatures for you that dont know...) So no its probably not gonna be like this.. i am 99,9% sure about that.

If they are doing it as planned and fill the world in the way they did with F3 (or take it further, as Todd implied, but I won't count on that...), you'll probably just see richer bandits around bigger loot, e.g. in harder areas. And I sure hope they can keep excellent outfits to their leaders.

You are referring to level/armor scaling, and that issue was fixed in Fallout 3. Todd Howard as also commented that Skyrim will be using a tweaked version of Fallout 3's level/armor scaling.
