making mods

I used to do a bit of modding with morrowind, and have started to browse through the oblivion construction set and play about.
Now it has been awhile since I used a tes construction kit and had a few quick questions.
a ) I know how to create a basic npc, but how do I get him/her to sell spells (I ticked the box in ai and added spells but no options in game appear to buy them)
b ) same as above but with selling items.
c ) is there an in-depth guide to creating quests and general use of the construction set (I would also be grateful to anyone pointing me to a basic guide to creating a simple quest to get the feel of it)

I hate to seem like a dolt here, but I have given the whole beginners guide and appendix a read over but it still doesn't seem to explain something (or I am just missing it)

I get how to create a merchant now, and gave it a go with some success but what still eludes me is how to get them to sell the spells that I have either created in the TESCK or already made spells. I have added them to the spell list of the merchant and even made sure that his skills are the appropriate level but still nothing.

If any one can help me with this it will be greatly appreciated.

When editing your NPC, click it AI button. In the window that comes up, make sure you have checked the box next to "Spells" in the "Buy/Sells" section. Also make sure your NPC has an AI package that has the "Offers Services" box checked on it.

Lol it is always something simple didn't have spells checked :P I guess that is what happens when you stare at a screen for more than five hours :D thanks
