Do you have FraNewItems.bsa registered in the ini or loading by some other means, i.e. by renaming the bsa?

You need to correct these two and perhaps repair your save in Wrye Bash.

06  Unofficial Oblivion Patch.esp  [Version 3.2.0]07  Oblivion Citadel Door Fix.esp

The latest uop is 3.3.3 and you have uop 3.2.0 which is require to install the latest version.
You can safely remove the Oblivion Citadel Door Fix unless you're depended on it.

Just make sure you have the latest version of both BOSS and Wrye Bash installed.
