Is there a mod that provides slower leveling or is there any settings I can change to a current save game to make leveling slower? Just dont want to rush to high level and miss everything these mods have to offer.

OOO comes with optional esp's slowing it down, but I'd recommend http://www.tesnexus.com/downloads/file.php?id=14304, with which you can control level rates precisely (but it comes with templates so easy to set up) - and it also works as a platform for some excellent addons. It requires OBSE, but so does lots of must have mods. BTW, OOO already slows down leveling appr. x3 so you'd want x4 or more to slow it down further.

Yeah, what Arkngt said. Download Progress. That is, by far, the best mod out there for taking control of how your skills level.
