I decided to go back to Oblivion for my third playthrough,but strangely,this time seeing an NPC's face makes me want to close the game...
I know there are plenty of mods that makes it possible to create a charming PC,but they only apply to the PC.

Are there mods that make the NPC's look less stupid and more unique? Thanks

Well, if you mean faces, then yes, there are a bunch of things that you can do. For example, TNR*. Or one of the TNR merges found in RBP**. Or "Beautiful Women and Handsome Gents" (etc.)

Also, there's a number of face texture replacers, for example "Improved Facial Textures" and "New Face Textures".

Lastly, if you do mean heads instead (or as well), then yes, there are also head mesh replacers. For example, Head06, courtesy of throttlekitty.
