I'm not at all convinced that casting spells require any verbal input. I've cast thousands of spells in my day without ever saying a word. Spells titled "Silence" are like that because all RPGs use them. I've always thought incantations required for magic spells was silly, just like requiring a conduit like a wand.

I am not convinced one way or the other. But spells called silence are like that because other RPGs use them doesn't fly for me. There are RPGs with anti-magic effects not called silence and it is not like it would confuse people if they called in suppress magic, or disrupt or something. As for not hearing it in the game so far, well the game basically had a silent PC except the odd grunt which doesn't really count IMO, and honestly they probably did not want to come up with a fake language for spells. Still it could be either way in the elder scrolls.
Personally I like something, gestures, incantations, a material component whatever. Without it, it feels to much like psychic powers to me and not magic.
