Just tried that, the console answers "The system cannot execute the specified program" and that same error message pops up.
Hmm, some other people have also reported the same problem. I wonder if it's something to do with different localisations of windows being used. Try setting your web browser as the default program to open HTML files in again just to make sure it isn't the permissions themselves that are a bit wonky.
EDIT: According to Google, the error shows up when you don't have the runtime redistributable of what was used to compile the program in. This isn't a requirement of BOSS, but rather your web browser, apparently. What web browser do you use?
