This seems to me like a minor issue to worry about...but just my opinion

I highly doubt this is in. I don't think it's important enough to waste the dev time. If you want it just mod it in.

then expand it?

Dig out a hide site in a snow bank for recon or ambush
Allow the snow to actually affect sneak skill by letting it pile up on the PC and help with camo
Overwhites for camo
Dig pit traps in the snow
Get stuck in the snow
Have snow writing contests (with footprints! :slap:
And, of course, a snowball fight!

But ya, there's just too many footprints about for the game to keep track of, so I'm not sure it would happen game wide. As a quest, yes, and am hoping that it's in. But in a way where it's more than just "follow one set of prints to destination" and requires more tracking and thinking.

Didn't the original NWN have tracking for the Rangers? If I reemmber, it was pretty week in that game?

See, using tessellation and vectors, this would be terribly easy and cheap to do. Remember that in the snowy parts of Skyrim its probably snowing OFTEN and A LOT, so tracks would be snowed over fairly quickly
