As for the topic (now I understand it!), I think nudity in video games is completely unnecessary.

You should be able to take off all clothing if you can take off some, for male and female characters.

I believe that is what the controversy was over before- your vague-ness does not make him stupid. So, in an answer to both of your questions, I think it should be kept like Oblivion. anyway i have no need for tackle or taco the only reason i get body mods is for the more masculine and feminine body shapes and so far it looks like they didnt use the same cutter for all the cookies so i think ill be all good

Your title and initial comment are a little wierd and odd to follow, but I get the general gist, and would say, if you are pointing to nvdes, then sure the game should allow at least partial. All the moral wrangling is simply foolishness. Anyone who can stomach what the remaining members of The Dark Brotherhood did to Lucien Lechance, can certainly deal with seeing basic nudity. The level of graphic mutilation depectid in Oblivion is more disturbing by far than any display of briast or buttocks could ever be to any normal, logical person. And everyone knows what basic nvdes look like anyway, including all the young people the zealots of human decency are trying to protect. THe whole objection is ridiculous, the timidity and discomfort and haste with which mods and devs shut down threads and commentary about nvdes and the like in these forums, the larger social issues surrounding it. . . Insanity. All of it. It defies logic, it denies Nature, it is rampant, parading madness. But no one wants take it on. The Emperor has No Clothes in this scenario, but dear God, don't alert anyone because awareness of his nudity would be worse than a public execution on the delicate psyche of the populace, and would destroy "the children," Except, as I remeber that tale, it was a child who actually had the nerve to point out, that The Emperor was (AVERT YOUR EYES!!!) The ESRB needs to be treated with the same authoritarian, obnoxious, illogical attitude that they display towards virtually everything else. They are little better than the FCC which lost its mind over a few seconds of Janet Jackson's briast (which no one saw unless they tivoed and zoomed in on the damn thing, anyway) while allowing shows like CSI to show blood, gore, and dismemberments in essentially the same time slot on the same network. Stupid, appallingly offensive to any logical being. But, this is the world we live in.
