odd issue with steam Oblivion

I am trying to get my mods working on my New Oblivion - I have the ESP in the correct location, but it does not recognize any of the ESP except for the official mods. even the OMM cannot see them? what did I do wrong?

I have the Steam version and have never encountered this issue. One thing I will ask is have you started up a Vanilla or Vanilla+DLCs on their own game first? You may have to do this so Steam can configure Oblivion first. Also it would be a good idea to make sure you have the Steam version of Obse in your Oblivion folder (the extra steam dll file in addition to the others), also make sure that Enable Steam Community in Game is ticked (if you've just come from playing Morrowind you would have had this unchecked, this caught me out when I first played Oblivion).

Ah yes that is always good to get right as well, but the other advise regarding Obse and Steam still stands.

Ok, I have yet to install Obse on this install, is it included with the main zip or is it a separate download, as i did not see as a separate download on the website for OBSE

It's in the main zip, just copy across the steam_loader.dll along with the other three files you would normally copy to your Oblivion folder. Despite what the readme says you will nead obse_loader.exe if you use OBMM because OBMM relies on that to install obse mods, just don't try to use it to start the game. Start it via Steam or your desktop shortcut as you normally would.
