You need OBSE version 0018 or better. This mod won't even initialize without it:

Description
========
While riding a mount, and your mount is running, your Athletics skill will increase, just as if you're running on foot.

Details

This simple mod operates by running a quest that every two seconds checks if you are mounted, and if so, if your mount is running. If those two conditions are true, then your Athletics skill will tick up just as if you're running on foot.

Install
=====
1. Copy the Athletics While Riding.esp file to your Oblivion\Data folder.
2. Start Oblivion Launcher, click 'Data Files', place a checkmark beside the Athletics While Riding.esp file. Or activate it with OBMM, Wrye Bash, or whatever your preferred mod manager is.

Uninstall
======
1. Uncheck the Athletics While Riding.esp.
2. Delete the Athletics While Riding.esp file from your Oblivion\Data folder.
