Ok my question is about this "challenge any npc to a duel" thing, which sounds really cool and everything, however what I am hoping is that NPCs can refuse and therefore if you kill them it is still murder etc etc...what I'm getting at is that I hope you can't kill all the useless peasants because the first issue I had with morrowind way back when I played it for the first time was that I could kill basically anyone who didn't have a quest for me, steal everything they had on them and in their house, and I ended up with so much gold at such an early stage the games challenge had lessened considerably. So how do you guys think this system will work, because I love the idea, I just hope you can't just murder everyone so easily thats all

In morrowind, if you ended up killing useless peasants and loading up on goods and gold, there was a good chance that you would get owned by psychic guards in about 2 seconds. But other than that, it seems like a fairly simple problem that would have already been solved. It seems fairly obvious if you challenge someone to a duel and they refuse, but you still kill them, its murder.
