Yes--the primary development mark is consoles. Yes the development is done on PCs, because consoles can't do what a PC does. Every console game in the history of console games was built on a PC. But everything, design-wise, is built with the console in mind (and what you can do with a controller), instead of being developed for PC, and then ported over to console. I would love it if they would take that old way of doing things--design this as a PC game, then try to fit it into the console world--but they won't. They have reasons for that. You or I may argue that they're not valid reasons, but that, for now, is just spitting into the wind. Maybe as we come closer to the end of this 10-year cycle of consoles, the developers will tire of the limitations that the current gen can do, and just make a PC game instead. And then, maybe, just maybe, people who want to play those games will have broken enough Xboxes to make them say, "forget it! I've spent enough on this nonsense, I'm not buying another one. I'll just buy a PC instead!" And then all will be well.
