True. But in this case all necessary python files for Wrye Mash or Wrye Bash (if there is gonna be a Wrye Bash Stand Alone) is included in an exe file.
Wrye Bash IS standalone. As stated above, it was scripted and coded entirely in Python, so trying to use Bash without Python would be like a human trying to live without a brain.

http://www.fliggerty.com/phpBB3/viewtopic.php?f=53&t=3646 is a version of Wrye Mash the works without installing python separately. It is certainly possible. But no, I have not heard of a Wrye Bash version.
I've used Wrye Mash Stand Alone since it was released in summer 2010 and I also heard about a Wrye Bash Stand Alone, but only briefly in one of the Wrye Bash now locked threads (perhaps #60?).
