Yes, that's the point of mods, to improve upon things. Also, the key phrase here is "made improvements to
Oblivion" Also, it seems like a lot of people "refuse" to play it without mods but the truth of the matter is that it really is just a small but vocal group that says that and 10:1 says they played the game just fine without mods and enjoyed it but then decided to complain when they finally got bored.
They took example from the ranged mod and they made Skyrim's magic more like Bioshock plasmids. That's damn good imo. I really don't have any other mod in mind that should be in vanilla Skyrim except the ranged mod frankly.
