I think he was talking about eventually implementing DX11 features in the creation engine not Skyrim. The article I read was talking about the engine not the current game made from it.
It's likely that the next fallout game or the next elderscrolls game would include the other features of the api. I don't think it is very likely that they are going to go through this release and change the code to implement the new shaders, tessellation, and what not.
I could be wrong, and would actually be happy if they do make the changes to Skyrim to make use of DX11 but I'm not going to hold my breath.
