I don't see what the problem is. Horses were fine in Oblivion, yet he says they weren't happy with them. Why? Just give us the same horse mechanics that were in Oblivion, if it isn't broke don't fix it.
And that's exactly your problem, the horses in Oblivion weren't well done at all, I rarely ever used horses, mainly because since the implementation wasn't that great, it often seemed to be not worth the annoyance to ride them, so I would not want them to just use the same mechanics from Oblivion. If horses are in, Bethesda should try to do them better.
And in any case, what he said doesn't mean horses aren't in the game, it just neans Bethesda is not show what they'll do with them yet, that's very different from saying horses aren't in the game, it just means Bethesda isn't ready to talk about the subject in detail, because they're not sure how it will be in the finished product. And really, considering that a horse was shown in the trailer, I don't think there's any doubt as to whether they'll be in, but that doesn't necessarily mean we can ride them, they could just be there to pull carriages (Which we know are in.) and to show us that yes, horses do indeed exist in the world of Skyrim.
