We can guess especially sense it's a multiplatform game with the 360 as the target platform and the engine is a updated engine from the previous game.
That would be an equivalent of an entry level pc pretty much a dual core/4gb's ram/8800gt, and that would probably look better than the 360 version so expect some prettyness on a midrange (quad, 64bit os, 6-8gb's ram, 450) but then again we dont know to much about PC features other than high rez textures, AA, and draw distance. The DX11 feature mention has to do with performance (which in of itself is an AWESOME FEATURE) so it may be worth it just to get a DX11 card especially when mods start to roll.

As I said last night, my computer doesn't have a replaceable GPU. So the fact I could get a better card for $70 doesn't really help.
The whole console-port-multiplatform-crossover thing the last few years has meant that I've been able to keep playing many of the modern games without needing to upgrade, but min requirements are starting to creep up, so yeah - I'm slightly concerned that I might need a full computer upgrade. Which, given the current economy, may or may not be trivial.
(For the record, I'm running an ATI HD2600XT/256mb.... on http://www.overclock.net/graphics-cards-general/502403-graphics-card-ranking-5th-time-last.html ranked list of GPUs, the 8800GT/9800 is at #60. My card is at #125. Whee!
