I'll post a little insight to get us started.

Lets look at this from a 3D animators point of view, (Me in this case, [yes I actually went to school for this]).
The way the Draugr are holding the poleaxe, it is a shaft, not a haft, indicates a wide grip characteristic of polearms. This means, that in the game they have included the animations for a wide grip, enabling animations for long shafted weapons. Also on the same weapon, you can see the Draugr holding the shaft with two hands together. Same weapon two different animations, this could mean that you can change your grip.
Now, lets look at it from a modders point of view (not really me, but I know how their engine works)
The resource information is (Presumably) written into the game engine, that means the animations needed for a polearm are readily available, meaning you won't need to make a work around to wield a polearm.
So, if they don't include a full myriad of polearms, it would be easy to add them in through modding.
