Not quite sure what's causing it, or if it's even a glitch at all, but on entering Oblivion I seem to get standard weather instead of the overcast of blood red and smoke from the vanilla game. I am using weather mods (Natural Environments+Enhanced weather sort of ordeal) but for all I know this was an intended change.

Are you sure you don't have Natural Weather installed? That's a known problem with Natural Weather.

Definitely your weather mods are causing this. If you are using more than one weather mod you are going to have major conflicts anyway.
