First, I'll take off all of my clothes. Then I will begin yelling as loud as I can. Once my voice is spent, and all that comes out are hoarse whispers, I will pommel my opponent with my bare hands.
I will strike swiftly from the shadows with my dual daggers, hoping for the one-hit execution kill.
But I seriously wonder how stealth-based characters will fight dragons. I'm sure Bethesda has a plan, even if I don't at this point - looking forward to it!
If I imagine an encounter a little bit, I can see myself doing a few things early in the game like... If the dragon is flying, I'll find a place to hide until it's gone. If it's on the ground and close to me and there's no place to hide, I'll try to use Chameleon (hopefully still in the game), to hide until I can gather my wits and search my inventory for the best available counterattacks. If I have to fight, I like using Shock and some kind of enchanted sword for some extra kick to it. That's a place to start anyway.
spell, spell, big spell, spell, take out shortsword, stab, spell, stab, spell, stab, absorb soul, sheathe shortsword, go back to town, find best inn, pay for a room, drink expensive wine, sleep very soundly, woe betide anything stupid enough to get between absorbing soul and drinking wine stages.
1. See dragon coming at me 2. Look for bandit 3. Grab rusty wooden cracked bow and arrows 4. Hide in a gorge 5. Plink the dragon from the safety of the gorge while the AI and pathing is unable to allow it to get to me.

I remember using that strategy in Morrowind.
by standing on a bed.
Sadly they can breathe fire here <_<
I will do http://www.youtube.com/watch?v=8ojbKTSoFM8 but with dragons.
