The gap between the Games

Considering the Ending of Oblivion, And the Start of Skyrim (people are saying they In the start of Skyrim our character starts in a jail cell AGAIN!) How do these two games link? Is there any continuum from Oblivion carrying onto Skyrim or is a complete new slate?
And why do we start in a Jail Cell again? Does anyone know?

This isn't a story sequel, it's a chronological sequel.

Tradition that started with Morrowind. Thats just how bethesda does it now, You start in Jail with no backstory or anything so you can create it for yourself.

Question 1: The entire Oblivion Invasion is part of why the dragons are invading.

Question 2: Aside from passing references, no. Just like the other games.

Question 3: That's how EVERY TES game started, and it isn't a jail cell, you're saved from an execution.

Question 4: Yes, the Bethesda dev teams know, if you ask them nicely and buy them flowers and chocolates, they might tell you something.

It's to be set 200 years after the Oblivion crisis, which was Oblivion's main story. You are the last of the Dragonborn , Dovahkin, and Esbern, himself as one of the last blades, serves as your advisor. The High king of Hrothgar has been murdered and the population of skyrim is staggered in a civil war. Dragons are returning to skyrim (Foretold by the elder scrolls) after a previous sucessfully repelled attack long ages ago, and you're the one with the fist to solve it.

Ohkay, Thats cool.
I saw an interview with Todd Howard on youtube about the Character in-game personalization and Dragon Shouts. He said that when you are progressing through the game, Your character defines the rest of the game by the way you have been playing and how you play. Like new quests will (half the time) Be set in locations you haven't visited yet, NPC's will treat you how you have treated others ect ect.. And he said that there is an un-countable number of Dragons in the game that continuously respawn like a golem or wolf. Wandering where they want to. But... There is a minimum of only 25 shouts. There will be more that are released in later dates but thats still being discussed by Bethesda.

It's just as the games that came before them. It's not a direct sequel, but the events of Oblivion (and all preceding games) determine how and why things are the way they are right now. Going by Alduin's Wall, the Oblivion Crisis was an essential step leading to the attack by Alduin that is the plot of Skyrim.

By knowing Oblivion, you'll get the benefit of better understanding the story, but if you haven't played a TES game before, you can easily understand what's going on without feeling like you're missing any essential parts of the story. It's the beauty of TES design.

The first game that did it was Arena. Then Daggerfall didn't do it, then Morrowind did and, so far, have all that followed.
