how far will voicing go?

So we know for a fact that the main character will have a voice, as we see him "debating" with a dragon in the Skyrim trailer (okay so he says like 3 words and they count as some dragon shout, but it's a voice!), and that's a step up from the grunts and yells in Oblivion, but is that about it or will the character be debating with humans too? It makes sense to be able to listen to yourself, having all the surroundings moving as you talk to NPCs, it just sounds pretty awkward not to be able to make sounds in such an alive environment. So will the chraracter be voiced and take on a nickname like Mass Effect's Shepard? Or will he be this unknown person again, of which you don't know anything about other than the fact that he or she has a pretty awesome destiny and a couple of dead uncles with wierd houses introduced in add-ons?

Hopeully no further than Dragon Shouts and the odd grunts and yells
I prefer to imagine my characters voice for myself and its a lot easier to provide a voice for a character when you only have 1 race to voice
