I don't think 1,000 DLs is too high. My Flying Camera mod has 10,000 + unique DLs, and is one of the top ten most simple mods on TESNexus, without a doubt (about 100 lines of script total).

That being said, I'm sort of torn on there being a criteria for admittance to a forum. I have the opinion that it is the "newb" modders that would benefit most from a modders forum.
Of course, there is still the BGSF CS forum, which is par excellence when it comes to getting modding questions answered. The post-to-reply lag is sometimes pretty long, but the folks that frequent that forum really know their stuff.

If DarkOne wants to put a criteria in place to access the forum, the + 1,000 DLs is a fair one.
