Before LOTR... pipes wouldn't even fit into Tamriel honestly... but everyone has this image that cigarettes and cigars wouldn't fit. I bet if Tolkien added these into his books, everyone would be fine with them. Alas, he didn't, so they just won't fit.
Even though it would make more sense to just wrap crumbled tobacco leaves in paper and light one end, and could easily be accomplished by those skooma-drinkers in Tamriel, a pipe just fits the atmosphere better imo.
