I had to check it ingame (it was some time ago I played MW).
A normal GoTY Morrowind without any addons has several candles which when picked up and put back will shine. I think I remember a few types of candles (or lanterns) which didn't (I guess their hard code was mixed up), you might have stumbled into one of these.

Try other candles/lanterns, if none of them light I guess one of your mods is to be blamed.
