You probably won't be able to use MGE for anything fancy, but otherwise you should be ok. Integrated graphic cards really aren't very good most of the time for games like Morrowind.
I suggest using the http://planetelderscrolls.gamespy.com/View.php?view=utilities.detail&id=22 to help you keep your FPS stable.
And http://www.gamesas.com/index.php?/topic/1060141-mod-recommendations-for-new-players/page__p__15392814__fromsearch__1&#entry15392814 also has lots of info if you're new to Morrowind on the PC. :)

Wouldnt Morrowind run decent on alot of newer computers? My laptop runs the witcher on low with some lag, I figured it would run morrowind great

Decent yes, but not necessarily great. Morrowind is a CPU hog, it's poorly designed in that respect.
Some newer games will play better than older games for reasons like this, despite having a new PC.

So by decent im assuming I can play on medium/high low graphics with little to no lag?

I really dont plan on using graphic enhancing mods, Im also not sure what video card I have, Im on a 2009 model toshiba with default specs so my video card probably isnt the best in the world.
