Is my FPS unusually low?

Recently (I say recently, more like almost a year ago but still) bought a new computer, and finally got round to installing Oblivion on it with all my mods - the current issue I'm facing is that my FPS in exterior cells seems incredibly low. I get about 45-55 FPS in interior cells, reduced to about 35-40 if there are lots of NPCs, but in an exterior I get only 13-15 FPS and 9-10 FPS in combat, which given my setup I would think is quite low. I'm not running any super high-res texture packs like QTP or anything like RAEVWD, only Bomret's Normal maps and CorePC's Vibrant Textures, along with Better Cities and FCOM.

My PC specs are:
i7 930 @ 2.8Ghz
6GB RAM
Radeon 5870 with 1GB VRAM
Win7 64bit (with LAA patch enabled for Oblivion.exe)

Given what I've read mostly on these boards it appears I should be able to run my current mods and replacers with high FPS - in reality I'm running at 1440x900 instead of 1920x1080, with most sliders at around 40% (although 40%-100% only makes about 2 fps difference, in exteriors that's currently important), HDR on, and 2x AA forced on my graphics card settings. Also running OSR version 4.1.0 and Streamline. Earlier today I was running at 8 FPS outdoors, since then I've gained about 5 FPS from turning on HeapMode 2 of OSR and re-running TES4LODGen. As I've said im quite clueless as to why my FPS is so low (still assuming that given my hardware it's quite a low figure) and would like some advice on how to improve it, preferably with no graphics loss (or even improving graphics quality - some clarity about what I should be capable of running would be great).

perhaps the large amount of mods is draining your Processing power?

A large modlist is going to bring FPS down, particularly Better Cities, Unique Landscapes, and full FCOM. You are running LODGen so that means every mod that adds LOD mesh data on its own (plenty ULs do) is going to get it displayed. You have anti-aliasing, and that can bring performance down, too.

You might want to check the uGridDistantCount and uGridDistantTreeRange in your INI. The default values are 25 and 20, respectively, so you might want to lower those to 18 and 18. The default values are not good if you are adding extra Distant LOD to the game.

Try updating Oblivion Stutter Remover to 4.1.24 RC. You could try playing around with the CriticalSections setting of the config. Changing the default mode to '3' here on a quad core CPU can improve performance. You should also increase the default spin time. I have an Intel Core 2 QX6700, which is also a quad core. Here is my config if you're interested. It's using version 4.1.24, so it won't work with 4.1. You can try changing the heap to ThreadHeap3, but I get a BSOD when using it alongside Creative ALchemy. Make sure to increase the heap size if you try the ThreadHeaps.

By the way, I only use Streamline for StreamPurge and StreamSight now because I found that the FPS Smoother decreased performance significantly on my system. I use OSR's FPS management now because it frees up CPU cycles when the game hits the maximum framerate, which also improves performance. I also found that the constant adjustment of details to be really annoying. I have tree fade set to 70%, object fade at 50%, item and actor fade at 35%, grass fade at 61%, view distance at 100%, and specular distance at 50%..

Thanks very much for your help, I've since updated OSR, rebuilt my Ini with the tweaks suggested, and my FPS is now about 17-19 in an exterior cell, more than playable. I temporarily removed my DistantLOD folder and got a massive FPS boost, so I know I can just do that in the future if needs be. I have another couple of questions though:

1) OBGEv2 Shader Effects - I love the ingame menu provided, but it never seems to remember my choices - it activates every single shader every time the game initializes, which can get quite annoying. Is there are way of making it remember my settings?

2) VRAM usage - Seeing as I'm currently only using about 450mb VRAM at any given time, what options can I change to use the VRAM up that will have a minimal impact on stuff like CPU usage? And do texture mods like QTP3 solely rely on VRAM or do they use other components as well? In which case I might get a few high res texture packs, but I'm just wondering.

One other thought that's sometimes overlooked: you can keep much of the stuff that requires hi-end processing (in my experience) if you lower your screen resolution. Whether you like the results or not is up to you, but it does provide a better framerate.

Does QTP3 run mainly on the vram? because ive installed it and barely noticed a drop from 60fps since installing. But i have 3gb vram, so thats why im asking.

One other thought that's sometimes overlooked: you can keep much of the stuff that requires hi-end processing (in my experience) if you lower your screen resolution. Whether you like the results or not is up to you, but it does provide a better framerate.


Currently running at 1440x900, which is lower than I would've liked if possible but still looks good - I'd rather not lower it too much more.
