Hey can someone recommend me a mod that adds more static leveling like OOO does, but doesn't make it extremely difficult and doesn't add a thousand other things to the game?

TNR is what comes to mind. Might not be what you're looking for though, but take a look. It's good.

This one might be too hard for you, or not, depending on your playstyle and whether you make a new character, but it makes a lot fewer changes. It's also public domain, so if you feel it's too difficult, you could edit the levels of the NPCs and even release your own version as long as you credit/notify.
