Walled cities and levitation?

Since walled cities with separate cells has been confirmed will levitation be out of the game?

I have a feeling that even if all was open levitation would be still be out. It creates a hell of a lot of extra work to balance the world for it and the trade off just isn't worth it. We will probably never see levitation, crossbows or spears ever again because of this. It changes nothing for me because I accepted that which I could not change with Oblivion. Que Sera Sera.

I don't care if it is in or out but if it is I have another reason to love the game that much more.

Considering that a major foe in this game will be flying beasts and that a major part of the story and new addition to the game is the main character taking on some of the abilities of the dragons and, from what I understand, rising above them to subdue them..... would having a Dhovakiin that cannot even literally rise above them be an apt metaphor for the type of game we are getting?

Just sayin....

I don't think levitation will return. It was enjoyable in Morrowind, flying into the area of cities that you wanted but that game was built with it in mind, where the mountains of Skyrim are suppose to act as a barrier, forcing the player to go round or under into the cool dungeons. It might work as a non enchantable spell, making permanent flight impossible but still useful for short hops to ledges to grab treasure or to escape a tough battle. Perhaps give the spell a long cooldown time so it cant be spammed and then it's not needed to build the game with full flight in mind.

Dragons are supposed to roam the world freely and be able to attack cities.
If it is confirmed, link me please?

They made a point of 'rediscovering' levitation in the Infernal City and I think thats a good indication that levitation is going to be in this time. If not, Ill be cross. I love levitation. It allows for a truly 3d world and interesting modes of travel.
Nothing more annoying than a mountain I have to circle around, or worse, a low wall I cant climb or jump.
I want to levitate past those kind of barriers.
Nothing worse than a portion of map that is made artificially bigger by unpassable barriers.
Thats bad level design, nothing more.

Even walled cities need not be the end of levitation. Have levitation disabled in cities and a small radius beyond the walls, like in Mournhold.
Can be explained with that its for safety reasons, they dont want catburglars levitating in their cities, so they made an enchantment that cancels it out.

Levitation would probably be out because there's only so many ways to balance a game where the player can fly anywhere, but those other things have the ability to become balanced. They were only unbalanced in Morrowind's implementation, which is not the only possible implementation.

I believe there was an interview with Todd where they VERY briefly mentioned levitation. The conversation was something like:

"Is levitation in?"
"No."
Next subject.

And with the confirmation of Walled cities I think it`s fully been confirmed.

it probably wont be in. it just creates trouble for game and level designers plus it doesnt add that much to the gameplay even if there are flying dragons.

So HUGE mountains,and way for you to travel besides running in a straight line is bad design....really?
That's what made morrowind feel bigger than it did.I would say it's better design. If there is a mountain in your way,explore and go a different route.Go through it if possible or climb to the top. Or would you prefer a flat world?

Ehm no.
I wouldnt like a flat world where Im stuck to a surface mostly like Oblivion.
Id like a 3d world where I float over an inconvenient mountain like Morrowind :/
