well it does in a sense as the level is actually an 'percentage of effectiveness' and logically you can not get higher than 100% effective.

And although there is no official cap, there is a mathematical cap. which is once all skills are 100 you cant level anymore.

My assumption is yes, there is a skill level cap, in other words, saying there's no level cap actually mean's that there's no ACTUAL level cap, as in, the maximum level you can reach in the game is not coded to be capped at a certain level. There can still potentially come a point where you can't level further due to your skills all reaching their maximum, which becomes a practical cap, though in past games, spending time in prison could potentially bypass this as it caused your skills to degrade, but since we don't know if prison will work like that in Skyrim or not yet, we can't say if that loophole can still be used.

I hope prison doesn't work like that to be honest I'd rather it have some kinda of 'for the next 30 minutes' (real time) you have this general -effect debuff on you that has kinda the same universal effect. Could easily just be a -5 all skill level debuff that fades away on its own, and doesn't effect perk requirement/leveling. Same kinda effect but less exploity. Which I think has fueled a lot of there changes. Past games have had so many exploits and ways to potentially screw your character over due to not exploiting the ability score system its silly.

I believe Todd mentioned in an interview that mathematically it becomes impossible to go beyond level 70 or 80

Yes, BootySweat is right. But I wouldn't honestly mind if we could get our skills higher than 100 by using them, they should just take extremely long time to increase even 1 point. Lets say it would take as long time to get from 100 to 101 that it took to get from 80 to 100. I'd be cool with that, gives me a point to use the skill.

I know he mentioned 75 but that wasn't to the psuedo-level cap from maxing all skills. Though I'd imagine its around 80 either way to be honest, kinda got that feeling too. Lvl 75 comment was in relation to that, while the games balanced off the idea of the avg player getting to 50 you could technically go well past that to 75 or 100, but that at some point it would stop due to maxing out skills and he wasn't sure what that exact level was.

Well its technically impossible for there not be, but it will probably be soemthing ridiculous like 999

Beth said that after level 50 its incredibly hard to keep leveling after that, so even if it is capped at 100, not many non hackers would be able to reach it.
