I spoke with Volanaro multiple times, and finished the Mage's Guild recommendation quest involving him. Never once did I see the Recharge Items icon when I spoke with him. Odd.

All the mages who provide services have "office hours." If you talk to them outside of those hours, they won't display the option for whatever service(s) they provide.
