I'm wondering whether this trait would be viable for a low-luck close combat specialist. Previously in the fallout games criticals were king, and anything that interfered with them was a mistake. With the advent of things like Piercing Strike, Super Slam, and Paralyzing Palm, and in a build that makes good use of the perk slots and stat points opened up by not investing in Finesse/Better Criticals, is Heavy Handed finally viable? I don't want to just keep carrying over prejudices from previous games without making sure they are still valid...
