From their forums (after clicking the "On or after June 3rd, 1997" option on the registration page):

Please note that clicking submit will create your account. However it cannot be activated until a parent or guardian approves your registration. You will be emailed a copy of the necessary form with details of where to send it.

If you're under 13 years old, websites are required by law to obtain permission from your parents. This is due to COPPA. If you're over 13, try clicking the "Before June 3rd, 1997" option instead.
