Do you think the Elder Scrolls V should have the same leveli

Do you think TES:V should have the same leveling system? Such as major skills, leveled enemies?
Or do you think they should use XP like Fallout? And enemies can be stronger or weaker?
Which do you want? Personally, I like the whole non-leveled idea. XP seems like a good choice.

TES "learn by use" is way more fun and interesting than an XP system IMO

I think they should go with a leveling system for enemies and loot like what is found in OB with mod combos like FCOM.

For the benefit of the clueless fallout converts recently initiated, TES carved its niche by being different from practically every other mainstream rpg in two key areas. The first was the go anywhere, do anything game structure. The second was the skill based level progression (as opposed to the absurdly illogical xp levelling). Those two things were the fundamental core of character freedom and a significant part of TES's success. Going back to an xp based level system immediately forces characters to conform to "kill-stuff-if-you-want-to-get-better" gameplay and robs TES of half of what made it special.

As far as enemy and loot scaling goes, I really have to give it to Morrowind in that regard. I like having enemies that I have no chance of beating whenever I'm fresh off of the forge. It gives me a sense of ambition, that I can eventually come back and teach whatever was stopping me what's what.. However, if I do somehow manage to get past or around that obstacle, I always feel an awesome sense of accomplishment. On the other hand, I don't think that equipment or gear should be leveled to your character. I think that instead of having everyone wielding Daedric Axes and Armor whenever you're level thirty and you end up having an endless supply of Daedric items, maybe just have a few elite enemies or characters in the game wield them. Then, they're an actual challenge to obtain. Say that I wanted a Daedric Spear, I ask around and do some research as to obtain such an item. Well, I catch word that in a cavern atop the mouintain there is an unholy beast that dwells within, and after defeating such a creature, I shall be gifted the awesome Daedric Spear for my efforts and deeds.. As opposed to I just walk into a tavern, say a few choice words, and then have several Daedric-clad corpses laying at my feet...

I didn't like the fact that once you obtained a unique item you'd never see its most potent version unless you acquired that item at higher character levels. Plus there should be an absolute max level cap to enemies, so that it can actually be rewarding to level up.

When it comes to leveling everything around your character

Dear god no.

Whoever decided that every Marauder should wear incredibly rare Daedric armor is an idiot. The Morrowind system of having some leveled lists, but some handplaced creatures is excellent, and much more realistic than Oblivion.

Personally, I liked the way Morrowind handled things much better. I liked being new "off the boat" so to speak and not be able to hit a barn. It made sense to me. I liked as I progressed, watching my character get better and better. It gave a great sense of accomplishment. I prefer a smoother leveling system than XP. It makes sense that what my characters use the most of is what they are best at. I prefer a mix of enemies that are strong and weak both. Unorganized thugs/bandits shouldn't be running around in the best equipment.

They should keep the "learn by doing" concept, though the character leveling system could use a few improvements. Attribute multipliers have to go and we need to be given a good reason to use major skilsl instead of minor ones.

One way to do it, which would otherwise be the same as the one in Oblivion is:
1) Instead of getting attribute multipliers you get 10 attribute points per level, that you can spread however you want.
2) Minor skills count towards leveling up just as much as major skills.
3) A high governing attribute makes a skill increase faster.

As for world leveling and enemy scaling, they should get rid of it.
