You know the guy you save in the beginning from the powder gangers? Ask him to teach you the game and he will give you a deck.

yer what everyones been saying. see ringo. who will appear in camp McCarren later on providing he said he would cant rly remember tbh.
and if its too late to get a deck from him then just buy every card you see people selling. they sell allot of card in camp mcCarren i believe and also traveling merchants often have them.

Ringo is in the first town in the game. I think he's in the gas station? If you decide to help him out he eventually moves away - otherwise I think he just hides.

Edit: He's sometimes in the bar in the first town too.
