I'm not sure which missions you're talking about. Could you explain a little more?

Last time you killed Boone and this time maybe Haggerty? You need to stop killing NCR if you want to do NCR quests. Do you have an earlier save you can reload?

Trying to complete the mission “Restoring Hope”. I traveled to HELIOS One but there is no one there. No Haggerty, no troops, or anyone there at all! I don’t think that I killed her, but I suppose it’s possible…?

OP: If your on pc you can re-spawn her, other then that I don't know. There are PLENTY of NCR quests though. You need to do all of them.

Answer:

If you activated ARCHIMEDES II then they will not be there, if you kill them in away way, it blocks part of the quest off.
If you are searching for the missing supplies, look around the outer stretches of the camp or use a guide to help you. The quest will always lead you to an empty Helios One spot if you murdered them. Search for the supplies and you should be able to get rid of this temporary quest block.

All the guys bashing the OP in this thread should remember three things.

1. The guy could be young and have problems with grammar.

2. Some people have problems typing.

3. English is not the first language of everyone here.

Don't be jerks about it not everyone on the internet is perfect.
